Vehicle totaled – Do I pay sales tax on new car?

I recently totaled my Lexus LX470 (other driver at fault) and am waiting for insurance to check out the vehicle (not declared totaled yet, but very clear that it is). My car had an agreed upon value of $26,000 and I am going to soon buy a new car. When I purchase the new car, will I have to pay sales tax, title fees, etc? Is the sales tax that I have to pay assumed to be included in my $26000 settlement or will I have to later seek reimbursement for my title, tax, and licensing? I live in Pennsylvania, insurance is Chubb.

As far as I know,the only thing I need is him to sign the title over to me.
Then, a bill of sale to both of us, saying this car was sold on this day, for X amount of money.
Then, on my end, I need to get it registered and get plates and all that.

But strictly speaking about the actual person to person transaction, what are the necessary components?

This would be on a used car purchase / sale between private parties. In Arizona, there is no sales tax when I buy a car from an individual.
